Satellite-Based Land Governance Spatial Infrastructure

Statewide Spatial Data Infrastructure Using High-Resolution Satellite Imagery

About the Client

A state government agency undertaking a major land governance modernization program as part of the National GIS initiative. The objective was to create a high-accuracy digital land base to support interdepartmental coordination, transparent decision-making, and citizen-facing e-governance platforms.

The Challenge

The client lacked a centralized, standardized, and high-resolution geospatial database to support effective planning and land management. Departments operated with siloed data sources, leading to data duplication, inefficiencies, and limited accessibility.

Key challenges included:

  • No single authoritative base map for statewide infrastructure and land use
  • Inconsistent or outdated records across departments
  • Difficulty accessing spatial data due to physical file handling and lack of digital sharing mechanisms
  • Need for high-precision mapping to support future planning, dispute resolution, and development

The Solution

We developed a robust Spatial Data Infrastructure (SDI) based on high-resolution (50 cm) ortho-rectified satellite imagery. The solution focused on multi-theme feature extraction, base map generation, and creation of an integrated geo-portal.

Key solution components included:

  • Procurement and use of 50 cm ortho-corrected satellite imagery
  • Feature extraction at 1:2,000 scale across Urban, Transport, and Water themes
  • Creation of a centralized land use/land cover mask incorporating Forest, Wasteland, and Agriculture layers
  • Development of standardized GIS data models with exhaustive attribute schema
  • Centralized geo-portal hosting a Decision Support System (DSS) with department-level custom views
  • Web-based data access to minimize redundancy and physical data transfer
  • Creation of a government asset inventory layer for public works, water resources, and planning departments

The Impact

The SDI solution significantly improved transparency, accessibility, and decision-making capacity across state departments:

Centralized digital repository for land records, base maps, and asset inventories
Enabled interoperability between departments like Irrigation, PWD, and Urban Planning
Reduced data duplication and eliminated reliance on physical data sharing
Created the foundation for e-governance and public-facing land record systems
Supported dispute resolution and project planning through accurate, accessible spatial data

Key Project Highlights

  • Mapped 307,713 sq. km using high-resolution satellite imagery
  • Feature extraction and interpretation at 1:2K scale
  • Reduced data duplication and eliminated reliance on physical data sharing
  • 4 thematic base layers: Transport, Water, Urban, and Land Use Mask
  • Integrated GDB structure with coordinated feature class relationships
  • Scalable architecture aligned with National GIS and SDI standards
