Road Asset Management for Toll Operate and Transfer (ToT)

Road Asset Management for Toll Operate and Transfer (ToT)

The Assignment

The assignment involved assessing the physical condition of National Highway assets as part of the Toll Operate and Transfer (ToT) framework for highway monetisation.

Covering approximately 700 miles of highway network, the project required a comprehensive assessment of existing road and structural assets, long-term traffic demand, pavement condition and future investment requirements to support evaluation of the concession over its lifecycle.

The assessed highway assets represented a capital cost of approximately $871.9 million, with an estimated concession value of $671.1 million.

Our Approach

CS TECH Ai provided multidisciplinary road asset management and engineering consultancy covering highway condition assessment, traffic analysis, pavement engineering, safety and long-term cost evaluation.

The engagement included:

  • Traffic analysis and assessment of growth rates over a 30-year period
  • Highway inventory and assessment of existing road assets
  • Pavement condition studies and engineering assessment
  • Evaluation of pavement strength and remaining service life
  • Detailed Project Report preparation
  • Road Safety Audits
  • Assessment of highway and structural provisions
  • Bridge and culvert inventory and condition assessment
  • Estimation of capital expenditure, O&M expenditure and periodic maintenance costs over 30 years
  • Development of inputs for long-term asset improvement and maintenance planning

The assessment brought together road inventory, pavement performance, traffic and structural information to support lifecycle planning and informed decision-making for the highway assets.

Impact

Supported the assessment of approximately 700 miles of National Highways for monetisation under the ToT framework.
Enabled long-term evaluation of pavement maintenance and rehabilitation requirements.
Supported lifecycle planning through assessment of capital, O&M and periodic expenditure over a 30-year horizon.
Helped define required levels of service and appropriate intervention points for pavement maintenance.
Supported improved tracking of highway asset performance and planning for extended pavement service life.
The project reported an estimated concession value of $671.1 million and a 30% increase in revenue.
