About the Client
The programme covered distribution utilities serving large urban, semi-urban and rural areas: the four regional DISCOMs of a state power corporation, and a private distribution licensee responsible for a large service area.
Both needed GIS as the foundation for asset management, energy audit, planning and regulatory compliance.
The Challenge
The utilities needed to address a number of limitations in their existing GIS environment:
- GIS data built under earlier reform programmes had quality gaps, and assets in newly added towns were incomplete.
- The existing GIS platform had performance issues and was running on an older version.
- GIS was not integrated with ERP, CRM, meter data acquisition, network analysis, energy audit or SCADA, so each system held its own version of the network.
- Field engineers and meter readers had no reliable mobile access to network data.
- Outages could not be visualised on the network, slowing response to customer complaints.
The Solution
CS TECH Ai upgraded the GIS platform to the latest version, migrated and cleansed existing data, and re-engineered the application into an enterprise-wide unified GIS.
Connectors and web services link GIS to the utilities’ business and operational systems, while web and mobile applications put the network in the hands of planners, engineers and field teams.
The solution covered:
- Platform Upgrade & Migration: Upgrade of the existing Esri-based GIS to the latest version, with data migration, redesign of the data model and performance tuning.
- Data Quality & Completeness: Improved data quality for earlier reform-programme towns and completed asset data for newly added towns.
- System Integration: Connectors and web services to ERP, CRM, meter data acquisition, network analysis, energy audit and SCADA, with automated data updates and workflow management.
- Network Applications: Feeder tracer for upstream, downstream and protective devices; web-based single line diagrams; consumer search; reports and dashboards.
- Outage Management: An outage module showing incidents on the network map for faster attention to customer complaints.
- Mobile & Field Tools: Online and offline mobile apps for field officers and meter readers, with QR-code tagging of consumers to poles and distribution transformers.
The unified environment brought together field survey and capture, enterprise GIS, business and operational system integration, and network applications including feeder tracing, SLDs, consumer search, outage management, dashboards and reports.
The Impact
The enterprise-wide unified GIS delivered:
The programme brought 4 DISCOMs onto one unified GIS, hosted 468 towns from the latest distribution reform programme, upgraded 168 towns from the earlier programme, and integrated 6 enterprise systems with GIS.
